According to The united nations, Universal Declaration of Human Rights (UDHR), the right to education as reflected in Article 26 of the Constitution mandates free and compulsory elementary and fundamental stages education. However, despite all steps taken by the government of Uganda to make education inclusive there are still so many underlying bottlenecks to the effectiveness of universal primary education.
The Purpose of Universal Primary Education in’Uganda was to combat and alleviate the extreme high levels of poverty in Ugandan communities, improve and enhance human capital development making education accessible and affordable for every child with an objective of reducing inequalities and make education affordable to the majority of Ugandans. However, the growth of this program in the long run overwhelmingly
outpaced all the available infrastructure.
